Uniform issuance problems -

NHQ is continuing to get calls from frantic Unit CO’s
trying to outfit their cadets with full sea bags prior to
departure for summer training.  NHQ can not fill most
of these requests because uniforms are not as
available as they used to be at the uniform depot. So
a  reminder to all….. Please understand NSCC is
having BIG BIG BIG uniform problems.  We don’t want
to penalize cadets and units for problems beyond their
control…that’s why we put into this year’s COTC
guidance and into the 2010 Training guidance the
following:
Probable uniform shortages 2010.  From this year’s
Training Guidance Information Letter, NSCC I/L 4-10.  
Uniform shortage issues.  With ship and other service
wide force reductions, the number of personnel
graduating from Navy RTC has significantly lessened
over the last several years.  This, plus the change
where recruits are issued uniforms only at the end of
training (rather than at the beginning of RT which
means the uniform depot no longer gets uniforms
from Navy personnel who attrite from RT), means
fewer uniforms are available for the NSCC.

Because it is for the cadets, NSCC policy is that no
cadet should be penalized because of uniform
shortages beyond their control.  While units are still
responsible for reasonably exhausting all avenues to
get cadets into uniform, there will still be cadets with
training dates approaching who are lacking full
seabags.



Unit CO’s and COTC’s are charged to work together
and develop alternate options for cadets missing
uniform items.  If shoes can not be obtained it is OK to
authorize high top sneakers. If the dress uniform is
unavailable, it is OK to authorize the working uniform.  
If the working uniform is unavailable it is OK to
authorize athletic gear.  Just try to be as uniform as
possible in developing alternatives.  The bottom line is
we want all cadets to get the training that they signed
up for and expect; no cadet should be denied the
opportunity to go to RT or advanced training because
the NSCC couldn't get him or her the uniforms
promised.

NSCC NHQ has personally requested CNO assistance
to resolve this issue and is also seeking alternate
sources to obtain or purchase uniforms.  2100 sets of  
the old working uniform, chambray shirts and
dungaree trousers have recently become available and
will soon be  at the uniform depot for NSCC purchase.  
This uniform is still OK.   NHQ is making progress, but
it is slow.

Please advise your activities
that the NSCC 2007 Annual
Report is posted on the Sea
Cadet home page and on the
resources page at our web
site. Unit COs should advise
their cadets and parents of
the report being on the web
so all members have access
to the report. We are looking
to get maximum exposure
for this report as it provides
a great overview of the entire
Sea Cadet program and
operations. In addition to
this, we are sending out a
hard copy to all COs, ARDs,
and RDs today.  They are
requested to share this copy
with their units, friends, and
prospective cadets/ families.
The Annual Report is one of
the NSCC’s best recruiting
tools. It fully explains the
entire program.
